What is the Single Conversation?
The Homes and Communities Agency (HCA) is the national housing and regeneration delivery agency for England. The Single Conversation is the Agency’s most important business process and it will enable partners to:
- Bridge local ambition and national targets
- Achieve their vision through a shared investment agreement
- Agree and secure local delivery
- Achieve positive outcomes for people and places
The word ‘single’ refers to its comprehensive coverage, including the full range of housing, infrastructure, regeneration and community activities that are within its scope. It draws on the priorities for a local area as set out in key local plans and is an ongoing, evolving and dynamic process. It will always be a negotiation and have at its core, shared visions and objectives for places.
Who will be involved?
The local authorities within the NDB HMA will lead the single conversation and will be expected to put forward the shared ambitions and objectives on behalf of their Local Strategic Partnership which cover the full range of partners. The HCA will also expect a range of other delivery and investment partners to be involved in the process, including private, public and third sector organisations, however the partners involved will vary from place to place.
The Local Investment Plan
As part of the Single Conversation process, the HCA worked with the local authorities within the HMA to develop a Local Investment Plan (LIP). LIPs set out the investment required for an area to deliver the agreed vision and economic purpose of the place. In doing so, they identified the needs to be addressed, based on robust evidence from local strategies.
